Thomas Francis Farrell (1891-1967) was born in Rensselaer County, New York. He earned a Civil Engineer degree from Rensselaer Polytechnic Institute in 1912. From 1913 to 1917 he worked as an engineer at the Panama Canal. In 1916 he commissioned in the Army Corps of Engineers, Officers Reserve Corps.
